The California Senate is about to Vote on AB 1703 (Likely on 8/13/26) and It just passed the CA assembly. This poorly written bill will affect massage therapists, bodyworks, osteopathic manual practitioners, physical therapists and chiropractors. The language of the bill will broadly sweep ALL soft tissue modalities with osteopathic origins like myofascial release, cranial-sacral release, Ortho-bionomy, etc, under the strict practice of a Doctor of Osteopathic medicine in the state of California. My name is [ ] from [city],
I am calling as a client [or practitioner] of an (Ortho-Bionomy or CST) practitioner to respectfully urge an OPPOSE UNLESS AMENDED vote on AB 1703 as it comes before the Senate on Monday.
While this bill is framed as simply protecting a professional title (Osteopathy), it would actually go much further. As currently written, it would take away the ability to see an Ortho-Bionomy or Craniosacral Therapy practitioner.
I have [relied on PRACTITIONER NAME], [been] an Ortho-Bionomy Practitioner, for [LENGTH OF TIME] to [help my clients] manage [CONDITION OR NEED]. This manual therapy is not the practice of medicine, but it is a modality essential to my ability to [help my clients][WORK / CARE FOR FAMILY / STAY MOBILE, ETC.]
If AB 1703 is enacted as written, [practitioners] clients like me will lose access to a safe, effective form of care that has helped us manage pain, improve mobility, and maintain our independence. Without it, many of us will have little choice but to seek additional appointments with primary care physicians, specialists, urgent care clinics, or emergency departments in hopes of finding relief. Rather than improving access to healthcare, this bill would reduce treatment options for people who have already found a safe and effective solution, making it a greater threat to consumer safety and well-being than to my unintentionally targeted practitioner.
I respectfully urge the Senate to vote Oppose on AB 1703, or at minimum to amend the bill to protect the ability to practice Ortho-Bionomy and Craniosacral therapy in California, which has been legal for over 50 years.
Please help us take action to help keep holistic soft tissue modalities available without a DO.
