Two things decide that:

First, stability: some of the most powerful antioxidants like vitamin C, EGCG or Cysteamine oxidize quickly and lose their potency in the bottle, before you even apply them.
Second, bioavailability: to work, a molecule has to be small enough and have the right affinity to cross the skin barrier, rather than sit on the surface. An active that is unstable or can't pe*****te does little, however high it sits on the label.

Pigmentation disorders don't behave the same way across skin tones : understanding why is central to treating them well.

The reason isn't a difference in melanocyte count: it's reactivity.
In darker skin, melanocytes produce more melanin in response to a trigger: UV, hormonal shifts and inflammation, especially post-injury. Think of it as a dimmer already set higher. The same signal that causes a mild reaction in fair skin produces a much stronger pigment response in darker skin.

From phototype III, melasma becomes more frequent. Further along the spectrum, post-inflammatory hyperpigmentation (PIH) becomes the dominant risk.

This is also why many classic depigmenting actives can backfire on these skin tones. High-dose hydroquinone, aggressive peels, and strong retinoids all carry a higher irritation potential. On more reactive skin, that irritation becomes a trigger of its own, feeding the same inflammation-pigmentation loop these treatments are initially meant to correct.
