ዛሬ በአንድ ታክሲ ላይ ያየሁት ጽሑፍ የትራፊክ ቁጥጥር ሥርዓታችንን እውነተኛ ገጽታ በግልጽ ያሳያል፡-
«በትርፍ ስታገኝ 100 ብር፣ ስትገኝ ደግሞ 1,500 ብር።»

ይህ ሰፊ የቅጣት ልዩነት አሠራሩ አሽከርካሪዎችን ከማስተማር ይልቅ ገቢ ለመሰብሰብ የተዘረጋ ወጥመድ የተዘጋጀ ይመስላል። ይህንንም ባለፈው ሳምንት በራሴ ላይ በደረሰው ክስተት በተግባር አይቻለሁ።

በዱከም መንገድ፣ ዩኒሳ አካባቢ (አሮጌው ቃሊቲ ኬላ) ላይ፣ አግባብነት የሌለው የ30 ኪ.ሜ/ሰ. የፍጥነት ገደብ ታፔላ በድንገት ተተክሏል። ታፔላው ከርቀት ፈጽሞ የማይታይና እጅግ አነስተኛ ነው።

ይህ መንገድ በተፈጥሮው ቢያንስ ከ40–50 ኪ.ሜ/ሰ. ማስተናገድ የሚችል ነው፤ እኔም ከዚህ ፍጥነት በላይ አሽከርክሬ የማላውቅ ቢሆንም፣ የዚህ ያልታወጀ «ግብር» ሰለባ ሆኛለሁ።

የፍጥነት መቆጣጠሪያዎች ለደህንነት እጅግ አስፈላጊ መሆናቸውን አምናለሁ። በከፍተኛ ፍጥነት የሚያሽከረክሩትም ሥርዓት ሊያዙ ይገባል። ነገር ግን የማይታይ ታፔላ በማስቀመጥ፣ ለመንገዱ የማይመጥን ዝቅተኛ የፍጥነት ገደብ በመውሰድ አሽከርካሪዎችን ማጥመድ አላማው ደህንነት አይደለም።

የመንገድ መሠረተ ልማት አሽከርካሪን የማጥመጃ መረብ መሆን የለበትም። አግባብነት ያላቸው አካላት ይህንን አሠራር ሊመረምሩትና ሊያስተካክሉት ይገባል።
